A skilled and effective scientist, manager, and strategic thinker based in California’s Bay Area, Justin brings 15 years of consulting experience in environmental management, planning, compliance, and impact assessment. His technical and regulatory expertise encompasses hydrology, water resource policy and regulation, fisheries, and water quality. His interdisciplinary technical and regulatory expertise is applied with a discerning eye to provide clients integrated analyses and innovative thinking to successfully navigate complex planning issues. With experience across all phases of the project life-cycle for both large and small scale projects, his comprehensive and defensible environmental evaluations integrate robust science with regulatory requirements, ensuring no surprises for planning efforts pursuant to the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) as well as State and federal permits.
Justin also offers broad experience designing and managing fisheries and water resource related research and monitoring studies as part of environmental planning and resource management efforts for private and public clients. Recent studies include beneficial stormwater re-use; regulatory compliance monitoring; hydrologic and water quality assessments; water resource planning policy research; and limiting habitat factors studies. His project experience extends throughout California, including the Bay-Delta system.
